"..Now, Nature has learned, a group of big scientific publishers has hired the pit bull to take on the free-information movement, which campaigns for scientific results to be made freely available. Some traditional journals, which depend on subscription charges, say that open-access journals and public databases of scientific papers such as the National Institutes of Health's (NIH's) PubMed Central, threaten their livelihoods.."

Online availability of a journal was found to significantly increase local citations





Understanding Online Journal Usage: A Statistical Analysis of Citation and Use

This study examined the relationship between print journal use, online journal use, and online journal discovery tools with local journal citations. Local use measures were collected from 1997 to 2004 and negative binomial regression models were designed to test the effect that local use, online availability, and access enhancements have on citation behaviors of academic research authors. Models are proposed and tested to determine whether multiple locally recorded usage measures can predict citations and if locally controlled access enhancements influence citation. The regression results indicated that print journal use was a significant predictor of local journal citations prior to the adoption of online journals. Publisher-provided and locally recorded online journal use measures were also significant predictors of local citations. Online availability of a journal was found to significantly increase local citations and for some disciplines, a new access tool like an OpenURL resolver significantly impacts citations and publisher provided journal usage measures.

In January 2006 the European Commission published the Study on the Economic and Technical Evolution of the Scientific Publication Markets of Europe. The Study resulted from a detailed analysis of the current scholarly journal publication market, together with extensive consultation with all the major stakeholders within the scholarly communication process (researchers, funders, publishers, librarians, research policymakers, etc.). The Study noted that 'dissemination and access to research results is a pillar in the development of the European Research Area' and it made a number of balanced and reasonable recommendations to improve the visibility and usefulness of European research outputs.

With the vast majority of scientific papers now available online, the author describes how the Web is allowing physicists and information providers to measure
more accurately the impact of these papers and their authors. Provides a historical background of citation analysis, ISI's citation databases, and the impact factor. Discusses the strengths and weaknesses of Web of Science and other more recent citation data sources (e.g., Scopus and Google Scholar), the impact of the Web on citation analysis, and the emergence of new citation-based research assessment measures (e.g., h-index). Argues that the use of multiple Web-based citation tools allows more accurate visualizations of scholarly communication networks. Also argues that publishing a journal article is now only the first step in disseminating one's work.
