New tool to evaluate science from developing countries.

'Impact factors' has been used for long to measure science output of research organizations as well that of a country as whole. Now, according to SciDev.Net, UNESCO is now developing a tool to help policymakers to evaluate performance of science in their country. It would be based on a set of nine indicators. These indicators represents environment and infrastructure for research in a country.

This seems to be a better technique for evaluation of science in developing countries. The 'impact factor' based scientometrics does not help much. Impact factors are calculated using 'Web of Science' database. Which has poor representation of journals from developing countries.

Find Indian Laws and Court Judgments

If you are looking for Indian court judgments and the clauses they cite - Indian Kanoon may be the search engine you might need. It has divided law documents in clauses and linked these to court judgments citing them. The search engine automatically determines the most relevant clauses and court judgments.

Made a quick search on 'copyrights' - it showed both the Act and "cites by x judgments" in the search results - somewhat as given below:

Google Research to have Open Access to Data ?

Google Research site which is all about research carried out by people working for Google, may see major changes soon. At present - only interesting thing that appears there is a partial listing of papers written by 'Googlers'. According to Wired Science - it will soon provide provide free storage space to scientists for open-source scientific datasets. The datasets would would be openly accessible to all.

Value-added services helps in building successful Instituional Repositories

Miguel Ferreira et. al. has published their experiences of University of Minho institutional repository in their paper "Carrots and Sticks: Some Ideas on How to Create a Successful Institutional Repository" in January/February 2008 issue of D-Lib Magazine. According to them - development of a successful repository requires "an adequate promotional plan, development of value-added services for authors, engagement in the international community and definition of a self-archiving mandate policy". I feel value added services are more important in motivating authors to deposit their publications. Institutional repositories can take clue from services like Slideshare.net. It is a platform where people can upload and share their presentations (PPTs). Value additions like Most Viewed (currently or by varied period duration), Most Downloaded, Most favorites, Number of times a presentation has been viewed and downloaded are wonderful ploys that not only motivates authors but also help viewers to browse through collection. It also allows the visitors to mark a presentation as favorite, tag it and leave comments as well.

Tips for conference bloggers - As I understood.


Bruno Giussani - http://www.lunchoverip.com/ - and Ethan Zuckerman - http://www.EthanZuckerman.com/blog - has written a document on basic tips on blogging conferences. The document "Tips for conference bloggers" is available in two formats - 6 pages (PDF 485 KB) 3 pages booklet format (PDF 370 KB).

This document is out of their experience of blogging conferences. I am trying to sum up these tips the way I understood.

Start with a fully charged laptop battery and locate yourself where you do not distract other participants. Have name of each speaker with talk title ready from programme schedule.

Extract a mini-biography of speaker from introduction and net along with links to his / her work and affiliated institution. It would be better if you can provide links to speaker’s personal homepage, relevant section of organizational homepage, blog, relevant books and articles written by the speaker and videos if any used by the speaker. For key speakers have a photo (pre-formatted for web) ready.

If you are writing directly online on blogging platform then save your post as draft frequently. If you are using a text editing software ensure that you have proper links later on the blogging interface. Give in mind that you are capturing a commented summary of the talk and normally 20 lines should be enough for a 20 minutes talk. In case your are quoting the speaker – ensure that you do it correctly. You will have to use narratives to compensate for the lack of context for people not present at the venue. Tag the post with standard conference tag and name of the speaker along with other tags. Try to publish your post with 10 minutes of the speech otherwise you may not able to enjoy the conference itself. Mistakes (except for typos) in published posts should be acknowledged and corrected by "strike-through". Collaborate with other bloggers by dividing up the speeches or perspectives and cross-link each other. You can always elaborate your posts latter on by giving links to original ones.

Role of Librarians in Bioinformatics

(2006) reviewed 239 U.S. university web sites to assess the availability of bioinformatics workshops. Their study focused on training sessions developed and delivered by personnel from campus bioinformatics centers, librarians, or other campus units. Of the 239 universities, 121 universities had medical schools. This study found that only 72 (30%) universities offered introductory and/or advanced workshops. Fifteen of those were provided by libraries; 13 out of the 15 were institutions with a medical school. With regard to the number of institutions in which libraries provided workshops, it should be noted that this number (15) excludes workshops (e.g. "NCBI Field Guide") that may have been hosted by the library. This is a notable fact, knowing that many librarians first efforts to provide bioinformatics training is often through making arrangements to host the "NCBI Field Guide"..

Experiment with new a feature of Google Docs

Learnt about a new features of Google Presentations few days back. Decided to have a hands-on with embeddable feature of "Presentation". Selected a presentation on "Retrieving Bio-Medical Information from Net". The file size of the presentation was beyond the allowed upload limit of 10MB. I broke it into three parts. Uploaded the first part and INSERTED other parts subsequently. It worked and I was able to "publish" the presentation. It provided with an URL and a code for embedding the published presentation. The same has been embedded here.
